The authorities have reacted to accusations by a Hampshire councillor official that signs put up intended to deter crime are like Big Brother. Cllr Luke Stubbs, who represents Eastney and Craneswater, said: “There's also an economic issue to consider. Placing these intimidating signs on a main road suggests crime is out of control. We should not be saying to visitors ‘stay away, it's too dangerous’." A spokesperson said the signs placed by the Safer Portsmouth Partnership were based on police intelligence.

The position of Mayor in Hartlepool has come under question in the local corridors of power. Speaking after he had voiced objections to the high-salaried role at a council meeting, Liberal Democrat councillor Arthur Preece added: "I don't dispute there is a job to be done bearing in mind I was the leader of the council for two years from 2000. But for that I was paid a special responsibility allowance of £3,200."

Jobs are on the line after Whitehall this year slashed millions of pounds from council budgets. Since the government wants to reduce the huge national debt, local authorities were dealt the cash blow, none more so than Hampshire County Council, which had a reduction of £6.205m to its budget, a 0.6 per cent decline. This includes reductions in education and children's services; as well as £600,000 cut from the budget which pays staff to handle payments to vulnerable people, and almost £600,000 cut from a road safety grant.

Computing company Hewlett-Packard (HP) is setting up a new information technology section, which will generate 700 new posts in Scotland. It is a remarkable turnaround as it was just 12 months ago that HP trimmed 700 manufacturing jobs at the Glasgow plant and said it was transferring the work to the Czech Republic. Marc Waters, head of strategy and integration at HP UK and Ireland, said: "HP has a strong heritage in Scotland and I am delighted to confirm our investment to develop the Erskine site as a hub for delivering industry-leading technology services."

A double life using a stranger’s passport for seven years has resulted in a woman being jailed for 16 months. Forty-one year-old Qamar Yasmeen created a make-believe existence, gaining a job and even getting married under the false identity. The fraudster, from Rochdale, was able to hoodwink officialdom after gaining hold of a lost childhood passport from an unsuspecting victim. She acquired a new passport eight years ago, and her plan worked until the victim applied for a new passport, meaning the scam was revealed.

The government has said the new Local Enterprise Partnerships, which will also be tasked with promoting economic development, will involve local leaders. The LEPs will replace the Regional Development Agencies, which were a casualty of the government’s budget cuts. The new organisations will need to punch their weight to match their predecessors’ records. An Association of Greater Manchester Authorities report said that their RDA on average had a rate of return of more than five times the original investment in the region.

Doors can be set to lock automatically on burglar alarms Thursday 26th August 2010

Officials feel that the city populace remains too worried about crime in Southampton, so they have teamed with a police campaign to fight residents' fears. The City Council and Hampshire Constabulary are contributing to the Southampton Safe Partnership, a group of organisations which have launched a £13,000 Home Office funded poster campaign to highlight their successes in taxis, buses and using mobile billboard vehicles. They are informing the city that incidents of violence in the centre after dark have dropped by almost a third.

Stoic drivers are being warned the bottleneck could continue for a month. Hundreds of trucks heading for Beijing on the Beijing-Tibet Expressway have been at a standstill because of roadworks in the capital. Small traffic accidents or broken-down cars aggravated the congestion which started on August 14. But those affected have been taking the disruption in their stride by playing chess.

Tensor CCTV surveillance can snare illegal traders Wednesday 25th August 2010

Local authorities are using a ‘Ripa’ act in order to catch illegal traders in the act. The Regulation of Investigatory Powers Act allows public authorities to film people with secret cameras. For instance, Southampton City Council has used its spying powers 59 times over the past two years to catch people suspected of activities such as illegally selling alcohol to the under-18s and tipping trade waste. Civil liberties groups object to these covert surveillance actions, but councils insist they would not be effective in combating these crimes otherwise.

Smart cards are fastest method of recording attendance Tuesday 24th August 2010

Chairman of Devon and Cornwall Police Federation Nigel Rabbitts, when discussing the effects of an employment freeze in his force, said: "In a large geographical area like Devon and Cornwall [it] will be difficult." Mr Rabbitts said savings could be made by reducing the number of community support officers and by staff working on special in-house projects such as IT procurement. He added: "Around 82 per cent of the police budget is spent on wages so if they're looking for cuts it's the obvious place to start."
