More than 2,000 businesses with fewer than 10 employees were surveyed by the British Chambers of Commerce (BCC), and many said they struggle to recruit the staff they desire. The BCC points out that these businesses generate one-fifth of private sector turnover in the UK. One in five firms plans to double staff numbers between now and 2015. Half say they find it difficult to recruit the right people, and they believe that rules around dismissal are “burdensome”.

Many theories have been put forward during the past week as to why the riots took place, and some commentators blame a lack of discipline installed in young people through the home and schools. British Transport Police (BTP) said patrols are being increased to keep young people off railway lines. The problems are especially bad in the West Midlands and for this reason one station in the area (at Yate) has had eight security cameras installed following a spate of vandalism. A spokesman said the school summer holidays traditionally coincided with a rise in trespassing.

Half of all working mothers could be taking cuts in their maternity pay if proposed changes to parental leave are implemented. The TUC gave this warning in its submission to a Government consultation on proposals to allow mothers and fathers to share parental leave. The TUC is worried that mothers could lose out financially if the current 52-week statutory maternity leave is replaced by an 18-week period of designated leave for mothers, after which time at home can be shared between parents.

A senior union leader has warned the Government that talks aimed at averting strikes were now in "jeopardy". The criticism from Dave Prentis, general secretary of Unison, followed an expected announcement from ministers that public sector workers will have to pay up to £3,000 a year more to keep up their pension schemes. Mr Prentis added: "These talks are being put in jeopardy by the crude and naïve tactics of Government ministers who don't seem to understand the word negotiate."
