A tribunal decreed that employers could be in breach of the Human Rights Act if they prevented workers going to the lavatory. Staff will be asked if they want voluntary severance at Dumfries and Galloway Council, which has agreed a redundancy scheme. Spanish power company Iberdrola has declared that it will invest about £2.7 billion in Scottish businesses over the next two years.
